Albertina “Abby” Webb is a N.J. Hispanic Bar president and partner in the Red Bank, New Jersey office of Hill Wallack LLP, where she is a member of the firm’s Family Law practice group. Ms. Webb concentrates her practice on family law issues, including divorce, custody, support, post-judgment and domestic violence cases from inception through resolution, either by mediation, arbitration or trial. She also handles enforcement or modification of marital agreements, alimony and child support awards, post judgment enforcement and modification of agreements and pre-nuptial agreements, as well as engaging in litigation practice to set them aside or for enforcement.  

Ms. Webb is also licensed to practice in New York, where she focuses her practice on family law issues and litigation.  She is a member of the New York State Bar Association, Family Law Section and Children's Rights Committee.

She serves as a mediator in family law matters, either appointed by the court or selected by parties and has been appointed as Guardian Ad Litem for children and incapacitated individuals.  

Ms. Webb is admitted to practice in New Jersey (1998), New York (1999), U.S. District Court for the District of New Jersey (1998), U.S. District Court Eastern District of New York (2001), and U.S. District Court Southern District of New York (2001). She earned her J.D. from New York Law School and her B.S. from John Jay College Criminal Studies.

Retired Judge Julio Mendez left the bench in February 2022 after serving in the New Jersey judiciary for over 20 years. Judge Mendez’s journey began in Cuba, where he spent the first 14 years of his life before fleeing the country in 1971 during Castro’s reign. He thereafter lived in Spain for two and a half years under the Francisco Franco regime. In 1974, he moved to the United States during the Nixon administration. Robin Morante is the Chief of Court & Judicial Security, under the Administrative Director’s office. Prior to joining the Judiciary, Robin was in law enforcement and was assigned to Special Prosecutions at the Camden County Prosecutor’s Office. Robin has also served in the Hunterdon County Prosecutor’s Office assigned to the Special Victims Unit and at the Waterfront Commission of NY Harbor investigating organized crime. Robin prior to her time with law enforcement, was a Probation Officer in the Somerset and Mercer County Vicinages. Robin is also a co-adjunct at Rutgers University and teaches for the School of Social Work’s Continuing Education Program. Robin received a Bachelor’s Degree from SUNY Potsdam and an MPA with a concentration in Emergency Management from Kean University. Robin is also an FBI trained Crisis Negotiator and has taught extensively on the subject of crisis communication and communication with vulnerable adult populations. Robin Morante co-founded and is a core committee member of the New Jersey Judiciary Security Management Response Team, a statewide initiative designed to enhance the security of the entire New Jersey Judiciary through the partnership of committed stakeholders and law enforcement on the federal, state, county and local levels. As a subject matter expert in Robin advises leadership regularly regarding all aspects of infrastructure and physical security.

Robert P. Arter is Counsel to the New Jersey Supreme Court’s Advisory Committee on Extrajudicial Activities. In this role, he helps to provide ethics advice to New Jersey judges regarding their activities off the bench. Additionally, Robert has worked closely with the Department of Community Affairs Office of Information Privacy to assist in the implementation of Daniel’s Law and the Daniel’s Law Online Portal.

Nathan Hall, LEED AP® Certified Registered Architect and Court Management Consultant, provides expert technical assistance to state and local courts on their facility planning and design projects. His expertise includes strategic planning analysis, design and architectural evaluation, program and master plan development, court security analysis, and court technology requirements analysis. Before his employment at NCSC, he worked as a design project manager for David Wise Architects in Denver (CO). Mr. Hall received his B.S. degree from Lewis and Clark College in Portland (OR) and his Master of Architecture degree from the University of Colorado School of Architecture and Planning.

John Muffler developed and led the National Center for Judicial Security for the U.S. Marshals Service, holding a top-secret clearance and key leadership positions, throughout his decorated career that included emergency management, physical security, executive protection, witness/prisoner security, program management, and threat assessment and management.

John develops risk-centric threat mitigation programs for judges and public figures, law enforcement, schools, corporations, and victims of violence.

Serving as faculty/consultant for the National Judicial College (NJC) for the past 15 years, National Council of Juvenile and Family Court Judges (NCJFCJ), state-based judicial education institutions, the American Bar Association’s Judicial Division, and as a security advisor for the National Center for State Courts, he develops risk-related training curriculum and conducts physical security and safety assessments for public and private entities, globally.

John has authored over thirty articles in legal, law enforcement, and campus-related publications on judicial security, targeted violence, and threat assessment and was an executive producer for the award-winning workplace safety video series, Project 365, for the federal judiciary.

He is the 2022 recipient of American Security Today’s ASTORS Award for Excellence in Public Safety. John is certified in threat management through the Association of Threat Assessment Professionals, serves on the Executive Board for the International Association of Chiefs of Police’s police academy.

John is an alum of Naval Postgraduate School’s Executive Leaders Program and holds a master’s degree from St. Joseph’s University.

Chris Palmer was appointed as the Director of Security for the Utah State Courts, in July 2016. He Manages the security and emergency preparedness program for the Utah State Courts. Mr. Palmer is an experienced Director of Court Security with demonstrated history of leadership of the judiciary teams.
